Nah Akainu was steady the best smooth/shit talker in One Piece. It's not even close, his anti WB speech against Ace had my jaw on the floor.
Even his introduction when he responded to WB who told him to light birthday cakes instead, by rhetorically asking WB if he didn't like brightly lit funerals was such a savage, quick witted response.

No it doesn't. Mihawk bounty is only based off of his strength. For him to have a bounty that high to be only based off of his strength says a lot about his strength and power.
If Mihawk was the captain of CG he would be a yonko and have a higher bounty.
Garp does his own thing , lucci did his own thing and green bull and list goes on .
Akainu did some talking and it work but he very far from being some smooth talker lol.
