Anyway,
During Wano we see BB's bounty go from:
2.2bil ---> then in the middle of Wano he wants to go to Hancock ---> sometime end of Wano BB suddenly has 3.9bil bounty

So what happened if he did nothing?
Well, Kuzan happened.

Sometime also during Wano, we see Kuzan kidnapping Pudding and that he's a BB pirate now

The news went out that Kuzan is now a BB pirates so Blackbeard automatically got a bounty raise without doing anything.

And no, he was not a BB pirate postTS already, he only became one recently, more here:

Basically, it took Kuzan 1 year to decide to become a BB pirate, up until then there were only rumors that he has connections with BB, then he only became a member during Wano when he publicly captured Pudding.
