He had this bounty frozen for at least 6 years since he was last active. So this guy had a bounty higher than BB as a yonko until just recently. Loki looks promising so far. Now we know why BM was so confident that she could have beaten everybody. She would have had another top-tier + Elbaf soldiers as allies. Loki might have given her the same offer as Luffy in “crushing any pirate crew”.

You gotta take all bounties with a proper point of reference. Past bounties are pointless to compare. What matters is the time/context when a bounty is introduced.
