Fujitora knew he dropped meteors, not just a random guess. Then he said he didn't think the damage would be so widespread:



The fodders are even crying about not being warned by Fujitora for dropping the meteors, then he casually states how he dropped one.

That panel doesn't prove Fujitora can sense and choose meteor on space. Nothing suggests it in the panel.

The second panel also doesn't prove Fuji can choose bigger meteor to summon.

Actually it showed the opposite genius. Fuji didn't see / predict how the meteor will get cut by birdcage and his plan somewhat backfired. He even panicked about the citizens' safety.

Tldr: your headcanon as usual.
