Fuji isn't the best at sensing. Again, sensing meteors on space is headcanon. His sensing feats is sensing people's intents. Iirc, Dressrosa people were purposefully rude to Luffy and made him left the country asap, while deep inside they were actually thanking him and made him leave asap just to protect him

Mihawk's sensing Shanks on random island and knowing what is being talked about on Reverie is better sensing feat than sensing Dressrosa people's intent.

Either they are forced or not, Shiryu parallels Oden and strength wise he would be there if not surpassing it when Teach reaches his peak.
Prime Teach > Whitebeard
Prime Shiryu > Prime Oden

So my guess is, that Blackbeard copied the Whitebeard pirate division structure for his own crew, and he also believed that Shiryu will be his right-hand just like Oden was to Whitebeard, so he gave the 2.division / ship to Shiryu, as he sees Shiryu as Oden's successor for the new generation.
