Speculations Why is Loki's bounty a "special" one?

Loki's bounty was introduced in this chapter, yet there something unusual in his infobox :

I've checked a bit and while I could have it missed something, it seems that a character bounty when introduced has always been simply "bounty" (懸賞金), nothing else, the value doesn't matter.

Loki's bounty is the only one to be introduced as 世界政府特別懸賞金 "World governement (世界政府) special bounty (特別懸賞金)".

I heard some opinions that it is because Loki isn't a pirate, but I don't think it is so simple. Robin's bounty before being a pirate was never called special I think?
Bounties are for criminal that oppose the WG or marine in a way, I don't think being a pirate in itself is important.

So maybe that would imply Loki never opposed the WG but still got a bounty on his head for x reason?

Either it's because he's not a pirate or because he's never opposed the government but is still viewed as a threat.

Maybe the WG heard about him killing his dad for the "legendary" fruit and gave him a bounty because of it? But that would be kind of inconsistent with Law never getting a big raise despite having eaten the Ope Ope no mi til Wano

The only thing I can think of, outside Loki Just committing crimes, is that the WG wants Loki's fruit.

I mean, Erbaf is all on the Sun God/Nika thing, the WG wants to end or hide all that and Loki's fruit, being legendary (and being Nika related to Erbaf's legends), can be related somewhat.

Probably because he isn't really wanted for something done against the WG (being a Pirate/Revo, dealing with the Void Century info, attacking the WG)

I mean Sanji bounty still served to etablish his family so it wasn't completely useless tbh

I think it's the other way around, they want him alive for some information or ability he has.

He seems to be a combination of 3 major Norse deities:

Loki - By name and personality
Thor - By his hammer and strength
Odin - No visible eyes and tied to Ygdrassil

He could have some deep knowledge World Government wants

Interestingly enough, we have never seen anyone who was just wanted Only Dead.

He may have something that the WG really want, not sure if it's related to his DF, as we've seen many stupid special DFs like Law's, and they've never made his bounty a special one, unless It's a very very very odd and special fruit.
It could also be related to Shanks, as Loki has some sort of relationship with him, and Shanks has ties to the WG?
