CoC is generally genetic. Sure you can make the case that rare cases exist but people like Kata and Yamato have shown no ambition to be anything great, yet they still had it. Goofy & Ace’s lineage has been pretty clear

Katakuri is totally subservient to his mother, Yamato's personality is wanting to copy and be another person, Sengoku's beliefs for a portion of his career was "blindly following the world government." There's such a wide range of personality for conquerors, but people dismiss BB because he's cowardly sometimes? There's barely anyone in the story as ambitious and driven as he is.

Kizaru's action isn't relevant. Feeding Luffy is a compromise on itself, something CoC users rarely engage in.

No one said people who fight dirty can't be CoC users. Besides, Teach doesn't care about fighting fair, but he isn't exactly a dirty fighter. He had a proper one-on-one with Ace. Gave Shanks a scar in a fair fight by his own admission. He tried facing WB too but ultimately lost prompting his team to enter the fray. That's about as dirty as SHs teaming up to fight Oars. We don't even know if he received any help against Law.
