This doesn't make him a villain
He can actually be a good guy even if he says he is going to kill everyone at first opportunity
This is actually just his sad story before he helps fight the real villain
We never meet the antagonist of the arc this early on. I am almost certain that there is some sort of twist to this story. We are not hearing the whole truth and Loki probably isn't the final boss.
Him not being a villain is certainly a possibility
We don't know the full story of what happened between him and his dad, it's fully possible his dad was about to do something evil and he stopped him but misunderstanding and rumors made him look like the bad guy
Loki NOT being the main villain is too predictable. He's Loki for a reason. Some secret giant cannot exist as Loki is the strongest giant. I also don't think its the mysterious man.

Can certainly exist a stronger giant. Loki, in the translation I read, called himself the strongest being on Elbaf. He isnt necessarily a giant at all.

Considering there are no other Giant that match upto Loki it’s safe to say he will be primary villain of this arc .
The story starts about Sun God so if makes sense Loki still has no idea about Luffy completely considering puffy started Piracy 2 years ago and Loki was jailed for 6 years so I think he will have no idea who Luffy really is . Also remainder he is blindfolded so he hasn’t observed Luffy’s Nika form .
This arc will be about who is the real Sun God , Loki vs Luffy is already set in stone . Also his bounty is 6 year old it would be high according to current year trend .

My feeling is Loki is too cool, too sexy, too badass, too evil looking, to be a real villain.
