Luffy cant beat anyone here, even those physically weaker than him like Riddler, Penguin and Catwoman can easily outsmart him and him the tools to beat him even if for some reason we say he beats the first 3 he isn't getting past Manbat, the rest on the list are just outright stronger than Luffy or their toolkit make it impossible for Luffy to even win

If they get all their canon abilities
Batman beats him with a strategic plan, ep1 Luffy is far weaker than many opponents Batman took down with prep especially when Luffy being DF aka having major weakness, you don't want Batman to be your opponent if you have a major weakness to exploit.
If the fight is pure 1v1 inside a small arena and Batman is not allowed to bring any weapon or utilities, Luffy would win since Batman would be just human little bit stronger than fodder soldiers in one piece world.
With rest of enemies, Luffy win too if it's straight 1v1, with the exception of Darkseid, the Lord of Apokolips LOL diffs ep1 Luffy,
