Which countires Admirals, and other Emperors would be from?

I guess since Admirals are based on Japanese actors obviously they would be from Japan.

Sengoku the Buddha could be from India.

Shiryu is based on Yasunori Katō, so I guess he would be from Japan as well.

5 Elders would be Warcury from Russia, Saturn Germany, Mars Japan, Nusjuro India, Jupiter USA.

How about WB, BM, Kaido, Shanks, Smoker, Mihawk, Buggy, Croco, Koby, Sabo, Roger etc?

That's correct. The character Abdullah in One Piece isn't depicted as Black. Instead, he is designed with a Middle Eastern pirate appearance, complete with a turban and a curved sword. This depiction differentiates him from the real-life wrestler Abdullah the Butcher, who is Black.

Nusjuro is definitely Japanese. Not only is his attire very obviously Japanese inspired, he 99 percent has connections to Wano. Also I think he's based off Japanese military commander Hideki Tojo instead of Gandhi.

Warcury is clearly Gorbachev or a combination of Stalin and the former, so Russia/Ex Soviet Union is the best answer

I think Saturn would be Italian, his physical appearance is probably based on Giuseppe Garbibaldi, who was Italian

No clue about Peter. It depends on who he's based on. He could be American like you speculate and be based on Abraham Lincoln, but we already have a character based off Lincoln. Or King George V, I've even heard Peter the Great from Russia thrown in. I think him being American would be fitting for

That's pretty agreeable, and I also think Buggy is unironically another real example of an American stereotype: a successful conman exalted to the highest status because of his willing enablers and gullible followers.

Shanks: Viking theme is very clear. Shanks and at least Ben are from Norway or Sweden.

Kaido: he isn't human, so hard to say. But his DF is based on Chinese dragon, so maybe China?
