General & Others Who on the Mt. Rushmore for One Piece (Dead or Alive)?

So I’ll start with the obvious choice, Roger he’s the Pirate King and the only one to find the One Piece.

Next I’m adding Mihawk, he’s the only one to craft a Black Blade since Ryuma. The reason I have him > Rynuma is because I don’t know shit about Ryuma for real.

Dragon, he’s the only one to directly oppose the World Government and is the most wanted man in the World.

Last I have Xebec, it took Roger & Garp to defeat him and he is the only character to have multiple Yonko on his crew.

Big Mom created Biggest Pirate Empire (Totto Land),
Shiki Single-Handedly escaped Impel Down, (Garp/Sengoku Teamed-up on him, just like Xebec Situation)
Oars should count too, He has Best Strength Feat (Pulling Continents),
What Kaidou Survived should also put him up there,
Dorry & Brogy Dueled for a 100 Years, hard to beat that,
Vegapunk Inventions as well (At least Mother Flame),

Created the Emperor system by claiming territory as his own
His death heavily destabilized the world and waged the greatest war in Marine History

He was definitely one of the most influential people in the verse. And the only reason he never claimed the title himself was due to lack of interest.

Was it ever stated that he started that? It seems like it was in place before Roger died. I’m not downing his influence but it had already been done with Roger.

There are a lot of loop holes in that considering that we don’t know what the One Piece is. It could have been something easy to obtain at that time.
