Have his ambitions and goals independent of MC. And more often than not, be the one who actually drives the plot while the other main characters (including Naruto) are in the passenger seat only reacting to things he pulls and obsessing over him harder than SHs obsess over Luffy.
The same is not true for other two... someone like Zoro is almost entirely a reactionary character and barely, if not entirely incapable of ever driving the plot. Vegata was bit better here, though, but still dependent on Goku.
If you want to say Sasuke's ambitions are driven by lies of others, then that is fair (although stops being the case after Itachi's truth is out). But it being influenced by a 3rd side-character made with little purpose but to serve Sasuke's development is better than a character having 90% of their screen-time and actions and often even goals be either entirely dependent on the titular character or be driven by them.
Like almost everything Vegeta does in the entire original series can be boiled down to, "Muh surpass Goku, muh inferior to Goku. Goku goku goku." It isn't until Buu saga that he grows some hint of character independence. Gods bless Bulma and Trunks.
Zoro was a lot better when it came to this. Although he has been almost just as awful since time-skip, "Muh PK. Luffy gon PK! MUST MAKE IT ABOUT LUFFY EVEN IN THE MOST IMPORTANT MOMENTS OF MY OWN AMBITIONS CUZ MUH CAPTAIN PK!"

Underlings should be in separate groups, thats a subjective opinion from me which make your ZKKbitch ass cry. Being badass is subjective, but ZKKmorons don't know what subjective is since their primitive brain think everyone should think Luffy's Underling Zolo should be badass
