The overall tone does feel a bit strange to me at the moment as well. Not too many chapters ago we got Vegapunk's speech about essentially the end of the world, we got that double spread showing all the key players, talking about how we are now in this big race to the One Piece - and now we're back to happy-go-lucky adventure. Were we supposed to take Vegapunk's words serious? It's hard to do that when the Straw Hats have forgotten about it all and are just casually having fun.
And then we're introduced to Loki, and we get this bit of dialogue that says that if he's released, it would mean the end of the world also. So there's two ends of the world now? Okay, so that's up first I guess.
There are enough positive things to be said about the chapter (mostly the art), but yeah the pacing feels counter to what Oda was attempting to establish at the end of Egghead.
