Shanks has the best FS and his unbelievable speed has been showcased multiple times already. He likely leaped from his ship to block Akainu, same way how he leaped in front of Kidd in under 10 seconds. Old rusty Rayleigh is an inferior of Shanks in every category and even he can spar with a serious Kizaru.
