Apart from Kaido, there hasn't been a single main arc villain that has been more "nerfed", "restricted" than Doffy.

Boa got that post-Wano inflation and still has a bounty below Dory - another pre-ts cat that got his bounty fixed. And she was up against the horniest rapists in town, while her hax was quickly taken care of by Momonga (somebody more level-headed lol). Kidd has good AP and what not but his speed feats aren't impressive and he has no Haki feats what so ever
