Yes, but Fate is a series with multiple servants who have incredible detective skills, such as Sherlock Holmes, whose Noble Phantasm is solving a mystery. Why would the host make Moriarty, a character who's NP is an asteroid strike, into one?

His character is an evil and manipulative mass murderer whose has no detective abilities at all.

It's possible, I suppose, but flavouring the cop after the guy who's main power is magical guns instead of Sherlock Holmes seems implausble.

...Also, one of Moriarty's main tricks in his first appearance is hiding his identity, appearing as a normal, helpful servant... until he can betray them.
