Are we sure this is a Shanks Dopleganger/Clone/Twin Brother and not just Shanks? I guess most depends on the dialogues of the scene,but so far,we only have the spoilers. The spoilers providers are hinting this isnt Shanks,but who tells us that they're right? Or maybe its Oda himself that wants us readers to think that,for now..to then reveal it was Shanks all along.

The only “bad” thing about that tbh is bb only having 2 souls might stop him from getting a 3rd fruit. The concept art of him having 2 sisters also helps the case

This was my point exactly. The rat allegation shit was stupid and overexaggerated possible motivations to his character. To me it made him have layers that no one else would have.
I personally dislike this, even if it explains the Gorosei meeting. Its just so hamfisted as this simple explanation (of COURSE Shanks has a twin lol).
Idk, Im waiting to see if this is a red herring and it truly is still just Shanks playing both sides. Being summoned would explain how hes able to appear in different locations quickly separate from his crew at least.
