Why would you clone yourself if it’s not going to be you or at the very least think like you? Like why create a new person entirely that could think entirely different from the original? If it is going to be different then what is the point of Lilith being here since she straight out said she is essentially Vegapunk so you just are essentially creating another satellite while the others are still alive
At the end of the day mihawk himself isn’t important his title is
If someone takes it from him before zoro all zoro would need to do is beat the next guy. There’s also the fact unknown characters and fighters to the general public are not going to be considered. So all zoro has to do is fight the true strongest swordsman to prove himself

If the guy in chapter 907 wasn't Shanks but some WG associate, the Gorosei wouldn't say that a man of his status shouldn't be involved in the politics of the world and that they will only make time for him since it's him. And why would a WG associate want to talk about a certain pirate (Blackbeard).

- Same way Whitebeard or kaido was never truly the strongest because imu existed
