If the Holy Knights and Gorosei can instantly jump to every location they want, why did they never just teleport to wherever Luffy was spotted, killed him and took his magical premium fruit?

Keep in mind that the Japanese readers actually think that Chopper has been well-written post-TS, and that they also voted Carrot of all characters to be the 7th most popular character in the popularity poll during Wano. To us, Shanks having an evil, identical twin brother is shitty Spanish soap opera levels of writing, but to the Japanese, it’s Goda levels of writing
I've been thinking Pranks is the Man Marked by Flames for a bit.
Imo, Linlin stole a Poneglyph from Elbaph, or took a Poneglyph Rocks stole from Poneglyph after he died, and that's where she got hers.
The missing Road Poneglyph in Fish-Man Island makes a ton of sense if Pranks overheard Otohime talking to Myosgard in Mary Geoise, and learned the Fish-Men have Poneglyphs. If Pranks DOES have a Whirlpool Fruit, he would have no trouble reaching Fish-Man Island and taking their Road Poneglyph using Bubble Technology.
Why go after the Road Poneglyph? Because Pranks knows Shanks wants to continue Roger's legacy, and keeping a Road Poneglyph away from any pirates would prevent that from happening.

Like, sure, young Garling looks kinda like Shanks, but if Shanks bro is the one that met the Gorosei he is an exact copy of Shanks. Perhaps a young Garling could have given Whitebeard his scar?
Not THAT insane at all to me if Shanks was out here learning Divine Departure as a Cabin Boy, who knows what Garling could teach his bro when preparing him to become a God Knight.
