Same reason he didn't allow him to clash with doffy. As we've learned on wano, DR Zoro was far above G4 without asura.
I don't think he'll fight Pranks but it's common that Oda keeps zoro away so luffy can get his wank.

The cloak is a meta reason, readers think that it was Shanks after all. It could be just their usual clothes as well like the akatsuki - both HKs are wearing cloaks this chapter.

Holy knights were on a mission, simple answer. They’re more hands-on in carrying out duties rather than attending meetings. The gorosei and regular CDs are more than enough to handle the reverie.

That’s the first thought I had why leader of Holyknight ‘s son is hiding in plain sight and Gorosei ordering him why he was there .

All I can think of it is Shanks’s twin hidden secret I am sure Marines would ask question why is there a Yonko who looks similar to the Celestial Dragon.

Yeah there is also cloning of vegapunk now, either that Or he could make it like someone using DF to pretend as shanks too like devons DF. Might be wrong but I don´t think there are any instances without face showing completely except snitching, and windmill Shanks had the scar over his eye.
Shanks´ appearances were so rare, I don´t see a problem with that.
