I never understood it.

I think Shanks potentially being a more complex character that worked with both sides for his goals, maintaining balance, etc. would have been a more interesting path for this character.

Memes were funny, but that's it.
It wouldn't have diminished Shanks' character in the least, I would prefer this in fact.
I feel like Oda lowkey may have originally intended for Shanks to be a villain, but couldn’t commit and now we have Pranks fulfilling the same plot line

I mean, he doesn't even need to be a villain.

I never thought he was a straight up villain. Only that he could be a well intentioned but a more nuanced character who is more questionable than what he seems, than just straight up good character (like Luffy).

I thought he had his own reasons, maybe he was talking about Blackbeard a common (destructive/chaotic evil) enemy, maybe he wanted to negotiate and maintain balance until the time was right. Many possible reasons.

And at the time, govt didn't even look that bad - in the past they seemed to have regret about Ohara, they seemed to take harsh decisions only if they were severely threatened, Gorosei gave wise king vibes who ultimately wanted to maintain peace though with massive force compared to the standard spoiled clowns in CDs, etc.
Even Vegapunk didn't think the OG 20 kings were bad guys; but moreso that both ancient kingdom and OG kings were both morally ambiguous.

Oda didn't make/imply them to be cartoonishly bad yet - a decision I don't like at all either, but that's another topic.
