He's not irrelevant when he is literally one of the MC's final battle for his dream. That alone makes him very relevant. But more relevant than the people here? No. He serves a different purpose narratively which is far less important. Doesn't mean he's unimportant. Just not as important which is not a shade since all these characters are probably the top 10 most relevant characters tied to the plot (excluding strawhats obviously)
