Kizaru mentioned him as someone who‘s strength is the real deal, comparable to young WB. He’s clearly below an admiral but I doubt he’s neg-diff to low-diff material for anybody. Weevil is just WB with Down Syndrome. He has nothing to offer to the story besides just being really strong, so him being a neg/low diff for Admirals wouldn’t make much sense imo since that would make him totally irrelevant to the story at this point

I mean Weevil only potential role is of an ally, he has no crew so he can't be a legit antagonist. Or I don't see him having the narrative relevance to fight a Gorosei or admiral either.
He can still be a solid high tier who will fight a seraphim (although their adult selves might be close to top tiers) or a holy knight EOS.
