Now that i think about it makes sense, Giants probably made a deal with WG and they will sell strawhats to them. Just like Whiskey peak everyone is friendly but that is a trick, Saul probably betrayed Robin too and he is a mole planted in Elbaf cause if not why didn't he looked for her all these years. I also remember Saul mentioned he is not a barbarian so his ideology is just opposite of Elbafs. Harold was also making deals with WG and when Loki learned his adoptive father was a traitor shit hit the fan. Elbef is not territory of Shanks and they imprisoned their strongest warrior so how did they survived this long. Imu is not just a violent ruler he/she also does things acording a strategy, in east blue peace is used to oppress weak and vioence is used against them by nobles. Invade kill or imprison their warriors then give them pece so when they revolt they will just be peace breaking terrorists. That seems to be WGs strategy so conclusion is Giants are jsut paper tiger traitors.
I know man some people's hearts are just black or they change sides according their beliefs, good people usually follow the law but when law is evil good people just becomes puppets or evil regime.

What I want to witness is war, fights and strength for powerscaling reasons and entertainment on WG forums.
I will watch the video, however I am not sure that Luffy hates Elbaf, if anyone on the strawhat crew would understand, I think it would be Luffy, Robin, Jimbe, and Franky, who would most of all understand that strength doesn't come from endlessly warring or from causing trauma, but from being safe and from a place of love towards each other and yourself, because of their experiences,

What Luffy learned is that fights are not always necessary, but when met with someone calling out Shanks, he is always furious. Which is logical as Shanks is like a father figure to him.

But that depends on what the people of Elbaf do too, a peaceful Elbaf whose people train is way mroe powerful than a warring Elbaf, but they may not really care about training, however we may see more with what the holy knights are doing and Loki's beliefs and acts, plus the owl may know a lot too
