Shiryu is very strong for a high tier and his portrayal and sole feat is impressive for a high tier.
The issue is that he's getting compared to characters that are out of his league. Kuzan is the obvious one, but there are countless theories about Shiryu killing Fujitora or even Mihawk lol.

Aokiji was treated like shit against Old Garp :
- He disappeared after Garp’s Blue Hole attack.
- The fodder characters doubted Aokiji could do anything to Garp and believed the latter was unstoppable.
- He only managed to clash with Garp after the latter was severely weakened by Shiryu's stab.
- Aokiji was blitzed by a severely injured Garp and taken down with a non-Haki attack, treated as an afterthought.
- Garp never used any Galaxy moves against him.
- He barely secured a victory through a team effort.
