And the world was never called the greatest pirates either. They were called the most powerful pirates and the kanji used for the yonko title means great politicians. The kanji used for Mihawk refers to him as the strongest hence, why constantly flips back and forth from saying greatest and strongest.

It's called consistency and being logical. If these 4 Pirates are the closest to the One Piece/Pirate King but are in a stalemate, and the WG haven't taken them out then it stands to reason they are the strongest on the Sea's, Admirals being their Comparison in strength. Yonko have their crews the Admirals have the lower ranks as their crew so to speak.
