Doffy is the only character aside from Kuma to show up to every meeting. Doffy despite anything was still probably the most dedicated warlord with free will.
and mind you, his summit war performance shows he has no qualms with following orders
We can safely assume it was the Gorosei, as we later see Doffy talking to a CP0 agent.
You’re doing a disservice to Doffy if you think that if presented with the opportunity he wouldn’t take the role of a holy knight. It’s not only in character for him to do so, but it would boost his character if he manages to screw the WG over from within in the final saga

I don’t think Doffy would ever settle himself for a knight. Especially if like the Gorosei, knights can be sacrificed for one wrong step by Imu like we saw with Saturn.
I’m all for him fucking up the WG, he deserves it. But idk a king who used to control a literal black knight on a string, lowering his own standing, even for personal gain feels out of character for Doffy who always retained his own freedom and self governance.

Is it? Doffy seems like he cares more about his pride than literally anything else.
Hell that pride was the sole reason he got defeated in Dressrosa, underestimating Laws abilities led to him being hit by Gamma Knife, and refusing to be looked down on by Luffy led to him being hit by King Kong Gun.
I just can’t see him abandoning that pride even if it’s to escape a prison sentence which he seems like he’s genuinely having fun with.
