Wang Zhi had control of Hachinosu and BB-Koby-Law trio wrestled it from him

Oda listed nothing about Wang Zhi having relations to BB crew in his 10 Q&A. Since Wang Zhi is so inconsequential by now he def would be mentioned as being the former 10th Captain

Wang Zhi was a free pirate agent and Kuzan likely filled in the 10th spot. Kuzan’s first VC doesn’t contradict that either and it wasn’t revealed at the time

Either Gatz is actually supposed to have much better intel than Doffy and the marine or Oda purposely fucked up with the timeline due to wanting to keep Kuzan's status mysterious.

I have to assume it’s similar to the Dragon and Sabo thing where their existence is known but not who they are.

Basically the knowledge that Blackbeard is supported by ten titanic captains has been a known thing; however, who those titanic captains are isn’t known. Just like how Dragon the Revolutionary is so well known, but Monkey D. Dragon isn’t. Or how Sabo the number 2 of the RA is known; however prior to Dressrosa, Sabo had no bounty poster and his identity wasn’t known either.

Oda just wrote that way so that he had the option of adding another BBP in case another strawhat joined later on but it does some of clunky when Kuzan ends up becoming the 10th
