My bet is that Gunko has a DF that allows her to manipulate clothes/textiles like the ability of Best Jeanist from My Hero Academia and the reason she has no pants is that she used against the two giants in the castle or she is just pervert like Franky

Wait a minute! I just realized something!
Loki in this panel when they're talking about him being a "arsonist" looks really familiar!
And, no, I'm not talking about the Nika pose he's doing. Although that is interesting, too.
Look at his "gloves" and "belt". That's kind of a unusual outfit for Loki to wear.
Is Loki...cosplaying as a Kamen Rider?!
Gloves. Belt. Even his horned helmet actually resembles Kamen Rider's "antenna", sort of.
I think this is actually more proof that Loki at least WANTS to be a good guy. He was probably goofing around pretending to be a superhero and accidentally started a fire with home-made pyrotechnics back when he was a kid. The "Nika Pose" might even be his "victory pose" when he imagines a monster blowing up behind him or something.
And, yes, there actually are Kamen Rider with "capes", too, so him wearing that fur cape on his back still fits, sorta.
Of course, in One Piece terms, maybe it's actually closer to Loki dressing up as Sora Warrior of the Sea.
