Beyond straw hats/grandfleet and their allies:
Marines are hinted for a fallout or at least not blindly following orders, Sword, Smoker, Fujitora, other marines similar to them
Majority might follow orders but a good chunk would still follow the likes of the above too
The revolutionaries are a large organization too with Sabo, Dragon and Ivankov as their top fighters (think Oda will buff Ivankov) maybe they even get Kuma back on track, we have at least Law who might play a big role too.
Blackbeard pirates will be a big factor too
