I assume there are at least 9Holy Knights, adding over 10-20CP0 members, that is actually a strong force.
Still don´t know why the WG really needs the Shichibukai, having CP0 and Holy knights together with the Navy is enough to deal with any yonkou/pirate.
The World Government exists primarily to ensure the secrecy of Mu and the Void Century. The WG exists secondarily to protect the Celestial Dragons, and they have tertiary issues like exterminating the D race.
Keeping the order by installing pirates in key places under the WG banner is a great idea. Beating pirates and creating a utopian society is not their goal. Keeping the world disorganized and afraid is part of achieving their real goal of secrecy and immortality.
This translates directly into their approach with the God’s Knights, who work to undermine and infiltrate prominent factions (Revolutionary Army) or destroy the reputations of prominent individuals (Shanks). These knights are wearing disguises to pose as their enemies to keep the factions working against each other through misinformation. Just like the shadowy cabal in the real world.

If he’s not the guy sailing around on the jet black ship, then why is he being so secretive in the holy land, why did the Gorosei act like he was a visitor, and why did he need to talk about a pirate he’s presumably been gathering info on?

What happened to OP in my eyes is like that famous quote : "You either die a hero or live long enough to see yourself become the villain."

Let be honest here, in the moment where all Gorosei got insane haki, got insane awakened zoans and immortal power, I know the whole balance mean jackshit. None Yonkou alone can even push the navy beyond low diff if we are honest here.

You can´t stop a force like that...
I mean if we say that the Gorosei stay behind and don´t act, having the Navy+Holy Knights+CP0 is all enough to deal with any Yonkou crew or Shichibukai.
The World Balance only includes the navy and the shichibukai imo because it's obvious the WG uses this balance in order that no pirate is going after the One Piece.
They'd rather let the 3 forces kill each other while they relax in the background and keep ruling the world. So why should they make their hands dirty?
