Anyway, the notion that the Holy Knights are not a military force because they don’t fall under Kong on the WG hierarchy is as stupid as it sounds lmfao.
As others have stated, Knights are literally noble military in concept. The Holy Knights and the Gorosei are the military branch of the Celestial Dragons, directly serving Celestial Dragon interests like conquering territory while the Marines combat standard criminals.

Politicians who control the government, have all the power and call all the shots? Why did the marines go to the Gorosei when Shanks and Whitebeard were meeting? Did they forget to go to the commander in chief Kong? Why were the Gorosei called when Kuzan decided to go on a biking trip? Was Kong on an off day? Why does Cipher Pol only ever report to the Gorosei and not Kong?

Its in the story. Doflamingo grew up in a celestial dragon family. He robs the celestials and blackmails them for fun. He never spends a second worrying about the holy knights. He crashes out when Law mentions he give up his warlord position and have to deal with an admiral hunting him down.
Robin has been on the run from the WG for 20 years. Seeing an admiral who takes a break from his nap and hits on her friend makes her freak out and ultimately decides to let the WG take her. As far as I know Robin has never worried about a holy knight in any scene in One Piece ever

They are only military as a technicality.
Holy Knights are just military as in "they are warriors who serve the WG", they are not part of any army like the navy and clearly handle special missions in the direct service of the CDs and the Gorosei.
The current situation is an unusual crisis for the WG and that is why they were mobilized.
We were told admirals are the strongest military force by someone from the lower world... who likely doesn't even know the Holy Knights exist or has never seen one. It's not their presence who they fear, as it is not the Holy Knights who apply pressure on the world. Of course, both from their perspective, and from the perspective of "an army's might", the Holy Knights wouldn't be in the equation.
Moreover, the only interaction we have been told about between Holy Knights and the admirals is that when Garling shows up, Akainu walks away with the tail between his legs.
Sorry, but it's both agenda and damage control by the admiral fanboys.
- Regarding Doflamingo, he's protected from the Holy Knights just as much as he's protected from the admirals or the CP0 (current Lucci would neg Dressrosa Doflamingo).
