As others have stated, Knights are literally noble military in concept. The Holy Knights and the Gorosei are the military branch of the Celestial Dragons, directly serving Celestial Dragon interests like conquering territory while the Marines combat standard criminals.

Robin has been on the run from the WG for 20 years. Seeing an admiral who takes a break from his nap and hits on her friend makes her freak out and ultimately decides to let the WG take her. As far as I know Robin has never worried about a holy knight in any scene in One Piece ever

Holy Knights are just military as in "they are warriors who serve the WG", they are not part of any army like the navy and clearly handle special missions in the direct service of the CDs and the Gorosei.
The current situation is an unusual crisis for the WG and that is why they were mobilized.
We were told admirals are the strongest military force by someone from the lower world... who likely doesn't even know the Holy Knights exist or has never seen one. It's not their presence who they fear, as it is not the Holy Knights who apply pressure on the world. Of course, both from their perspective, and from the perspective of "an army's might", the Holy Knights wouldn't be in the equation.

- Regarding Doflamingo, he's protected from the Holy Knights just as much as he's protected from the admirals or the CP0 (current Lucci would neg Dressrosa Doflamingo).
