These panels are from a decade before the HK were introduced to the story (and probably even thought of) and at the time implied not even the navy could deal with Doflamingo, which is absurd unless there are "political" strings protecting him in the underworld.

Because if Doffy felt inclined he could spill his secrets to the world, sending someone to kill him is pointless.

Besides nothing changes Oda staying multiple times that the admirals are the strongest members of the WGs military. Doesn’t matter what branches get added, the admirals are still stronger.
