He's not a logia but he behaves exactly like one. The only difference between katakuris devil fruit and a logia is that mochi doesn't appear in nature.

In the weekly manga release, he even WAS a logia, but the editors changed it. I think initially it was a joke about mochi being so common it's a natural element of life, but it became a special paramecia so it doesn't confuse people.

Instead, it confuses people even more because they think his df behaves differently from a logia somehow.
