I’m convinced at this point Oda is actively listening to the conversation and iterating the characters the way he thinks people will enjoy them the most within the predetermined story. Leads to some retcons but overall there haven’t been many disappointing characters in a series with literally thousands of named characters. Most disappointing ones are easy to write off as fanservice ladies.
