There frankly just aren’t too many characters who are a serious threat to Luffy.

Pranks for all his hype is still a rank below Saturn, who Luffy could deal with.

I think Garling should be the arc villain. We know Luffy can’t bypass immortality so we know this will surely be an extreme diff fight.

Shamrock is can maybe be a fight for Zoro or some allies.

I agree that he can't defend himself and he's not at full strength. He can't use haki as well. I understand all this.
But the simple fact is that Loki is a natural born monster who most likely has Ancient Giant blood. He should be leagues more tanky than a normal human even while restrained. He shouldn't be in the state of being almost KO. Gunko's attacks are strong enough to get past his natural toughness
Zoro comparison doesn't work over here. Zoro's fodder but Loki isn't

He is league more tanky than a human and that's how he was still able to take several giant hits despite being defenseless. I just don't think that's anywhere near enough to Gunko a low top tier. Low top tiers are characters that can fight a full power and unrestrained top tier for a prolongated period of time, not just hurt them.

Jozu made Aokiji bled with a elbow and no doubt in my mind that dozen of them to the face would fuck up Loki badly in his current super nerfed state.
