Oda wants to create a contrast. Shanks - Someone who trains in sword skill , haki etc. Becomes top tier purely due to his skills and haki power. Shamrock who becomes powerful due to easy sword DF powers.

Maybe that's the case. Still, why not him? Better him than the sword.

Third war will get rid of all land on the blue sea.
