I think it was never about being in sync. It just the matter of your strength or mastery over df. If you are not strong and willed enough you just would not be able to awaken zoan, becauszoan itself would not allow you. Like kaido said when your mind and body catch up to devil fruit power you can awaken. But that's also can be his natural cloud.
