It baffles me on how some people put the Gorosei on the same level as Jack or even weaker.

With the exception of Saturn, these guys are end of series villains.

Shamrock even told Loki he‘ll be his opponent like he doesn’t want him to fight Shanks . Part of me thinks they might just view Shanks as still part of their family, just they consider him corrupted by the lower world.
