He's there cause he's the "new gen" marine representative.

He will probably have a minor role against the bbp.

But, he won't become an admiral in the main story. Only in epilogue. And that's his role. To be in the epilogue as the face of the reformed and good marines.

Main point is that Commander and Supreme Commander are different ranks, so there's likely some number of commanders.

Also there could be more than 9

The one thing with the Holy Knights for their commanders and such is that there shouldn't be too many of them who are actually World Nobles, since the vast majority of them are fat, lazy sacks of shit.

So, if those mooks in armor with spears are indeed their mooks, then every officer has to be a CD...unless there are also others who are nobles from some of the most prestigious kingdoms of the WG.
