Whitebeard didn't say finding the One Piece starts the war, he said someone will challenge the world, there will be a great war, and finding the One Piece will stir shit in that order. His final words could literally mean someone will fight the world in a great war for the One Piece and will turn it upside down when they find it.

Roger's "too early" quote could mean a lot of things, and it's very likely something like the destroying the Red Line theory rather than confronting the World Government.
Manga ending words could be described differently.

I am not going to quote WB's actual phrase. WB clearly said that the world would be tunerd upside down and there Is going to be a final war qfter the OP Is found.

And as Roger said, we already know there Is work to do after the OP Is found.

Quoting Oda's words falls short because we don't know what the OP Is and what people are supposed to do.
The OP can (and in fact, we already knew It does) point other things to do in order to really obtain/finish what must be done.
Sure that after that the manga will be finished: you would have literally done what Is supposed to be done.

And yeah, even last chapter, again, confirmed the conflict between Nika/Joy Boy, the one that made (?) the OP and Imu/Earth God, the one he could not defeat.
Manga's final objective Is literally doing what the one that made the OP could not do when he made the OP.

OK, without Aokiji Garp was able to solo half of BB crew and this is not a joke. Whatever you guys believe Oda didn't build BB as the final villain of the series. Even in the last chapter whole hype was build near Imu and Holy Knights. You can argue but Gunko is probably stronger then any of BB jobbers. Why Oda made BB team so weak? Because BB is not the final villain. He is not build to be the Final Villain. Teach alone was bleeding from fight against Law. This not look good for him.

From other hand, what Imu has?

Holy Knights - all stronger then YC1, probably.
Gorosei - immortal beigns that was nerfed for plot sake, but in the FW they will be each stronger then any HK.
Marines - Akainu, Greenbull, Kizaru(?) and those who will be still loyal to WG.

Well, I have already said what I had on this.

About WB's, even the "and shoulder centures of history" clarify It Is after Raftel, the palce in which you actually came to know the real history.
No wonder he talks after this of the final war, since It Is literally what Is going to happen after someone (the one Roger was waiting) discovers It all.

About the final war, we know there Is someting to be done After the OP that is related to the OP and the OP's creator could not do: overthrow Imu/Earth God, who was far more Ancient than Joy Boy.

@Konstantis I could write a long response to you about how them killing the Red Hair Pirates will show their true strength, and I could say doing that and acquiring Pluton will cause many pirates to flock to him.

But even those things don't matter, because the reason that Teach is indeed going to be the final villain is because he's a scheming opportunist who will let the two sides fight, and then finish the weakened one off.

If the WG agrees to make Teach King of Fullalead and a tentative ally, he will 100% stab Imu in the back when he finally is weakened.

You kill your own argument with "probably" and "for plots sake". These same arguments will be used for why Blackbeard and his crew are going to "probably" end game antagonist because "for plots sake" they need to be.

Holy Knights are likely not as strong as you are making them out to be as some will be losing here in Elbaph arc. Gunko is already being overrated for beating up a chained and defensless Loki.
Gorosei are all weak AF without their immortality. Once Luffy's side has a way to deal with them with top tier CoC their immortality is nothing and by extension they will be unimportant.
Marines are already questioning the WG and what they are actually serving. Fujitora has leaving or betraying the WG has already been foreshadowed since Dressrosa and again at the Reverie. You are overestimating the WG forces with regards to the Marines as we do not even know who all the Swrod members are and more are sure to defect once they learn the truth of the world.

Also, it's probable that the plot dictates BB be the final villain....see what I did there?

Especially with Aokiji on board they are far from weak, but they remain in a Yonko crew strength range. Still nothing compared to Imu's forces. Navy, Blackbeard and Straw Hats might temporarily ally to beat Imu which could still make him the final villain after.
I do not see a world where Luffy works with Blackbeard. I can see a world where Blackbeard weasels his way into being a WG affiliate and works with the WG against Luffy and his alliance towards the end of the story.

The WG is starting to move NOW they are not waiting for someone to find the One Piece. The final war is starting NOW before the One Piece is found. The final war is the World Government's last-ditch effort to stop pirates from finding the One Piece.

WB and Roger's word are very clear and straightforward:

Consequence of the one that "shoulder the history" ---> [Sengoku, you and the World Government…] […fear the Great War that will come to this world one day!]

Closing line --> [I’m not interested in the treasure, but when it’s found…] […the whole world will be turned upside down!”]

There is something to do after Raftel. We have always known and now we know for sure, from Roger's words too and even from the plot, since the once that put there the OP still didn't manage to overthrow Imu/Earth God.

We shall see, I always thought that the OP would lead to the final war but after revisiting WB's words, seeing what we learned in the last chapter, plus Oda's comments I am not so sure anymore. The final war might just be to stop the Pirates from making it to Raftel and finding the OP. Finding the OP and turning the world upside down doesn't mean finding the OP leads to a war that will turn the world upside down. Finding the OP could undo what happened in the first world and revert the world back to its original form allowing Luffy (and by extension man) to be the freest since they won't have to deal with the Red Line.

The world government is moving now before it is found for a reason. Instead of sitting back and waiting for it to be found.
