I think it could be either that Imu is watching over Kuzan and/or using him to spy on the Blackbeard Pirates. Maybe unbeknownst to Kuzan.

Hmm, interesting. We all assume the battle for the OP will be between Straw Hats and BBP but Oda might pull a twist. He made Shanks a direct competitor for the One Piece after Wano and it needs to be addressed at some point, either at the hand of Blackbeard or Luffy himself.

Kuzan was the first admiral we ever saw, and he traumatized Robin into turning herself in as well as the rest of the crew. The fact that he works for Blackbeard now is very significant and shows how important Blackbeard is for the plot
