Well, if Dorry and Broggy can end their 100 year duel, I don't see why Rayleigh couldn't be given some plot reason to visit elbaf. And the thing is, it's not just Garp, but an entire Intel network and the holy knights who should be able to track down these former roger pirates, who have all the info on the VC/ancient weapons. Even the Yonko could be trying to recruit them
