Sabo was literally blessed with the initial D by two D members, also went through trail and tribulations with being against royalty being one. Was then trained by the most notorious person in the verse whom is also a D member. Have to live with the guilt that he let his brother die (amnesia)
Sanji has no struggles remotely comparable that would even warrant him having coc. He also doesn't have a grandoeus goal that requires the power neccesary to achieve it.
To add gaban having it means nothing when he isn't even a parralel to sanji to begin unlike rodger luffy and Rayleigh zoro
