NO, Gaban can't be that guy, since we had Shiryu giving us a clue about him working with the World Government.
So, that man might be:
- Mosa (yes, the classic plot to stab the rude guy with heart of gold "wink wink")
- A Holy Knight that we have not seen yet
- An allied guy to the WG (do you remember guy about Oda talking about Spandine plotting with level 6 guys against the WG? They where underworld big shots, so maybe a few of them are working with the WG in exchange to have some benefits like free piracy, illegal business, even to being a Celestial Dragon, etc...)
So, unless Gaban has turned into an "evil" dude (100% no...), he can't be the man marked by flames.

Title: The Beserker
Chapter starts with Shamrock speaking to another member of the Holy Knight who has a Bull Skull mask on - he’s revealed to be Sawyer (a pun on Leatheface from Texas Chainsaw Massacre). He says he will arrive right away! Gunko asks if it is best to call a character like him, but Shamrock says there is no better butcher than Sawyer.
We cut to the castle and we see Luffy downtrodden about Shanks being a potential bad guy, Zoro tells him to forget about it and that he can speak to him personally when they find him. Luffy says that Loki should know where he is and he proceeds to activate his Observation to locate Loki, however he feels uneasy as he detects another presenc- one that seems ominously nonchalant. Right then the Giant Doors burst open and in walks a long haired man, with a gray beard and sunglasses. Mysterious man “It’s been a while since I’ve seen that straw hat”.
We get an introduction box - Scopper ‘The Beserker’ Gaban, Former Quartermaster of the Roger Pirates.
Luffy asks who he is and he tells him that he was one crewmates with that red haired kid Luffy was just speaking about. Luffy asks him how he knows, but Scopper tells him that his observation haki has been honed to where he can hear across Islands if he wished.
Nami is scared but Luffy stands his ground and demands to know if he is an enemy of Shanks or not like Loki is…but Gaban tells him they should be more worried about how he sees them currently. He takes out his two axes and moves at a blinding speed so fast Luffy doesn’t seem to be able to register it. Luffy activates Future Sight but it seems that the opponent seems to know the Future too and changes rapidly his course of attack.
Luffy gets sent flying by an attack, Zoro steps in and he too struggles being sent flying back too unable to handle the speed and CoO. Nami takes out Zeus and stands her ground, only for the attack to stop.
‘Miss, they may call me the beserker but I have no interest in harming a women, especially one as cute as you’?
Luffy gets up and says the old geezer is strong and goes in for another attack until Scopper laughs and says that old sea dog Rayleigh had trained him quite well. Luffy is confused and questions how he knows Rayleigh, but Gaban says that is a story for another time. Gaban then asks if they know what they are attempting to do by freeing Loki. Gaban says that Loki had killed countless giants and even his own father. Luffy says he doesn’t care about that…until Gaban tells him in a serious voice that he should. But then he relents and says well ‘I’ve never wanted anyone to be a prisoner…love is indeed freedom’. He then takes out the key to Lokis chains and says the one in the village is a fake and the he has the original key as a secondary safety measure. If anyone would want to free that bastard they sure would be tough, but that he was every bit tougher. He said he made a solemn vow to protect the land that his ‘love’ and son call home. Scopper then retorts ‘So Monkey D Luffy, let’s see you try to take it from me’ Chapter Ends with Scopper transforming into a large bear-like warrior. (Fruit Name: Ursus Ursus No Mi: Ancient Model: Cave Bear).
