After many victories, it ended up losing to the British because of a massive storm that disrupted both their movements and their communication. Most ships fell to the storm, rather than to the battle.

Yep, it's one thing to say they may not be exact equals, it's another to ignore what the author is clearly using to hype up the Roger Pirates' number 3. Left-Hand Man, Minister of Love, equal to Roger and Rayleigh, it's clear a dynamic is being fleshed out this chapter that was hinted at during the Wano flashback. The giant is just a means of further showcasing what Oda's trying to tell us.
