There are multiple roger - like characters in this story , Rayleigh and shanks are a big example,
Seems like Gabban is one too .
Roger was never created to represent Peak Power, He represents Peak Inspirational Figure,
So Oda created many Characters who are Re-Skins of Roger under Different Roles,
Rayleigh is Roger if He was Alive,
Shanks is Prime Roger,
WB is Roger with a DF,
Garp is Marine Roger,
Sengoku is Buddha Roger,
Kaidou is Zoan WB,
Big Mom is Female WB,
Beckman is Shanks with a Rifle instead of Sword,
Oden is Samurai Roger,
Xebec is Villain Roger,
Gaban is Roger if He was a Commander instead of Captain/Vice Captain,
Blackbeard is Anti-Roger/Shanks,
... etc
And the List is actually much longer,
We still have Tsuru who is said to be as Strong as Sengoku,
We still have Shiki, Wang Zhi, John ... etc
Let's also not forget Kong & possibly Shamrock & Garling & Nusjuro ... etc
Even among Non-Canon Characters, Bullet was said to be as Strong as Rayleigh, and Patrick Redfield was said to be as Strong as Roger,
Roger is a Guy who is Best at his Job, He can't be Alone, there are countless other Roger's, just different Positions & Roles,
Any Feat or Hype or De-Hype of any of these Characters, automatically effects the Rest,
Only Two Characters are not in this List & Oda chose them to be only ones to be Introduced during East Blue Adventure,
They are Dracule Mihawk & Monkey D. Dragon, both were Introduced as Storms (Represents Peak Power based on Luffy's Technique Names),
Both still reserved with their Fighting Styles completely Unknown, with Mihawk being Greatest Swordsman & Dragon being Sabo's Master, meaning He is clearly Greatest Martial Artist
First Island of Grand Line had Luffy vs Zoro asking the question "Let's finally find out, which is Superior? Swordsmanship (Peak Armed Combat) or Martial Arts (Peak Non-Armed Combat)?"
So Oda always Confirmed that Strongest Two are Mihawk & Dragon, Period.
Only Two who were able to Surpass this so-called Roger Level that everyone Caps at.
