Oda just wanted to make things clear.
I really don't want admirals to have been born supreme kings though. I liked this portrayal of them.
Also, if you look at how oda draws the admirals, they all seemed pretty poor as kids. I'd prefer them all to be from the lower class and they made their way up with training plus good DF.

Luffy is more useful than other crew members in battles because he's stronger than them, not hard to understand. This has nothing to do with other circumstances as Oda points that oda, only in battles, Zoro is more useful because he's stronger than Sanji, Rayleigh is also same reason. The same thing with everyone else.
Oda isn't talking about right hands or vice captains, he's talking about the strength of each individual.
