Oden is not treated as a legit Roger pirate, he is a temp member that was borrowed from Whitebeard to reach laugh tale. "Exceedingly stronger than everyone else" doesn't make sense if Oden is involved in the comparison. Oden is also known popularly as Whitebeard's commander.
Portrayal vise, Oden was Whitebeard's version of Rayleigh, his partner type RHM who Whitebeard referred to as his "brother".
Prime Oden is closer to Rayleigh than he's to Gaban.
The version who joined Roger is of course much weaker though, he didn't have advanced conqueror's haki, dude was probably more comparable to rooftop Zoro than he was to prime Gaban.

Nope, it's a figure of speech to say they are the same tier of legendary fighters, nothing to do with "main fighters". You should focus on the angle of giants being wrong like Johnny or Yosaku were about Jinbe and Arlong if you believe that Gaban was not comparable to them.

Specially when you remember that when talking about the Roger Pirates, these are already known legends, their era is over, they did everything they could do, ONLY THEN we start hearing about who they were and what they represent.

But at some point, once the dust of agenda settles, you have to realize that this is a win for Zoro too.
Gaban being close to Roger means that Rayleigh is even more closer to Roger.

Arlong and Jinbe stuff was very early in the series back when was powerscaling was iffy (Crocodile, Dorry and Broggy ending up looking much weaker than they were), 50 volumes before Jinbe proper introduction. Roger and Rayleigh are fully etablished characters and were introduced before Gaban, where they stand in term of power is clear in Oda's mind.

That's all that matters when Kaido had first hand experience in facing Xebec and Whitebeard. Also fighting the Roger Pirates to make his assessment.
