He did it a lot pre timeskip (Arlong, Buggy, Enel) but I think as Zoros character evolved Oda realized that treating a character who’s entire motivation is strength like that is wildly inappropriate so it’s better to do it to Luffy and Sanji who don’t always go into fights to prove they’re stronger but to protect people.
and Oda holding Luffy back is somewhat exaggerated. Really he just wanted to keep g4 a secret for years,and there was no real strong post time skip villain until Doffy and even he wasn't that strong.

YES Luffys holding back is Cope, what he was talking about is not Luffy 1v1 someone and getting his ass kicked because Oda nerfed him. what Oda was actually talking about is that he place Luffy in bad situation to hold him back like in Water 7 having him stuck between building, skypia having him stuck in a snake and later on a giant gold ball or Dressros having him fight before his main fight. that is what it was talking about not actual combat Power like some say
